Interactive media and animation can be used to great effect, when used at the right time and appropriately. There's a fine line between having an interface too rich and just right.
To many of us 'useless' animation is annoying and can deter us from investing further in the user experience. The art of animation in a user interface is completely down to it's relevance - does it add to the intuitiveness and work flow that user expects, does it adhere to basic conventions that the user has come accustomed to on the internet. We are comfortable two types of technology for developing animations - JavaScript or Flash. Both are effective, but there's always a case where one is more suitable than the other.
